The advancement of an installation from static completion to full working order to the specified requirement. It includes the setting to work of an installation, the regulation of the system and the fine tuning of the system. Simply EBC-International Commission team makes sure all MEP systems works properly and organize all relevant T&C documents. 

Commissionability reviews are undertaken to ensure that all systems are correctly designed and installed with sufficient facilities and devices to allow them to be fully and successfully commissioned. This is in addition to other operational requirements such as Equipment spacing and devices accessibility in addition to other operational checks.

EBC-International offers a full suite of Commissioning Verification Services and Witnessing to all our clients including, Owners, contractors, designers, project managers and building end users.

EBC-International provides independent Commissioning Managers, Engineers and Technicians who integrate into project teams to deliver safe & effective building services and systems.

We have a library of test sheets for all systems to record results and sign off systems or sub systems. All forms and certificates are based on industry best practice as issued by NEBB and ASHRAE.

This is a main component of successful commissioning. EBC provides a total service for testing, adjusting, balancing and commissioning (TAB) of HVAC systems. These works are delivered with qualified Engineers who operate in accordance with NEBB, AABC and ASHRAE codes of practice. Our Engineers adjust and balance system components to ensure compliance of design and compliance with owner operational requirements. In order to meet Testing and Balancing requirements EBC operatives work closely with the Building Services Installation Contractor, identifying potential installation problems and recommending solutions. This pro-active approach reduces the potential down time for the client.

All TAB works will use calibrated instruments intended for flow or data measurement for the fluid under test. Calibration certificates and details of the instrument used will be recorded somewhere on the test report sheet.

All electrical wiring deteriorates with time, it is therefore absolutely essential to periodically test all electrical wiring to ensure that it’s continued integrity and continued compliance along with the fixed appliances it supplies such as, but not limited to: sockets, light fittings, main incoming LV supplies and mechanical plant such as air handling units and fan coil units. These works are delivered by qualified Engineers who all operate in accordance with DEWA, ADDC and Electrical Wiring and Installation 17th Edition codes of practice.
EBC provides support to clients, contractors, designers, project managers and end users in areas including but not limited to Electrical Testing.
We provide qualified electrical technicians who perform live testing of electrical services in compliance with IEE Regulations 17th Editions, including: 

  • Pre-commissioning reviews and modifications of an entire protection logic schemes, control circuits and equipment specifications as per the client needs, electrical standards (IEC, IEEE, BS7176) and testing protocols.
  • Advanced and simple relays testing.
  • End to end testing.
  • Function test for bus bar protection panels, line protection panels, Transformer protection panels, load shedding panels and metering panels.
  • Power transformer, and Bus-Bar stability testing.
  • CT, and VT loop and secondary injection testing.
  • LV Cables Live and cold testing.
  • Modification and function test in protection, and control schematic drawing according site requirements.
  • High Impedance Bus-Bar protection scheme function.
  • Circuit breaker, disconnector, and earth switch testing.
  • Voltage and current transformers testing.
  • Digital meters, auxiliary relays, MCBs, and MCCBs testing.
  • Inspection testing for all type of cable which is (Continuity, insulation, HI-POT leakage test cross section, routing, termination. Dressing and Type of cable as approved).

EBC provides testing and validation/qualification of Cleanrooms, Clean zones and positive or negative containment rooms

Testing is carried out in accordance with relevant standards, e.g. ISO EN 14644, EU GMP annex 1 etc., or to specific customer criteria. We specialize in developing Validation Master Plans (VMP) that are fully compliant with the requirements of Good Manufacturing Practices (GMP) and can provide customized documentation subject to customer approval. Alternatively, testing can be carried out in accordance with the customer’s in-house SOP’s.

Typical tests carried out as part of this service are:

  • Airflow/Air Volume Tests, (including air change rate calculations)
  • Room Pressure Differential Tests
  • Installed Filter Leakage Test
  • Airborne Particle Count Test
  • Airflow Visualization Test
  • Airflow Direction Test
  • Room Recovery Test

Other non-critical tests can be carried out, such as: Temperature, Humidity, Sound and Light Level.

Retro-commissioning is the systematic process of monitoring and adjusting MEP systems within an existing building. The goal of retro-commissioning is to identify operational issues and provide solutions to bring equipment back into performance standards. The result is a system that performs optimally, extended life of the equipment, lower maintenance cost, and reduced energy usage. For owners, this means a cost saving due to lower overhead operational costs.

Existing building commissioning is an easy way that a building owner or operator can identify low hanging fruit for improving the energy performance of their facilities.

Re-commissioning is the process of checking the performance of a building’s systems three to five years after its previous commission (new buildings) or retro-commission (buildings that had MEP renovations). Essentially, it is a systems check-up to ensure they continue to perform as designed. Recommissioning a building every three to five years is ideal for optimal systems performance, and has proved to save energy and maintenance cost.

EBC Commissioning Team, project management, and commissioning experience, understands how to conduct positive environment collaborative peer reviews so that the project team can get clarification and have a full understanding of the review comments. We work closely with the owner’s representative, facility operations managers, the design team, and the general contractor to ensure everyone is in concert with the owner’s goals of optimal building operational performance.

EBC -International is providing Enhanced and Fundamental MEP Commissioning as a third party for building systems to get LEED Accreditation

Commissioning is a process designed to optimize the built environment for energy efficiency, leading to reduced energy costs and enhanced building performance. It is also a way to verify that a new building’s processes operate according to the owner’s project requirements (OPR). 

Commissioning has become an integral piece of sustainable building practice, and some level of functional commissioning is required for a building to attain LEED certification from the U.S. Green Building Council.

Fundamental commissioning is a requirement for LEED projects. The process requires a 3rd party commissioning authority (CxA) to be involved early in the project and provide services such as design reviews, development of a commissioning plan, and preparing a final commissioning report.

We are trained to add value during design, and identify issues prior to occupancy.

Enhanced commissioning takes the LEED requirements for fundamental commissioning a step further. The 3rd party CxA’s involvement is more in-depth and extends past substantial completion of the project.

 In addition to the requirements for fundamental commissioning, the CxA must also review contractor submittals, verify facility’s operation staff are trained, perform seasonal testing, and review the building operations ten months after substantial completion.
